SRT is a text subtitle file, you have to use it with a movie and its usually synced to match a particular movie (not all only the one that those subtitles file were created for).
If you want to open it and modified or sync them, try using subtitle workshop, its one of the best free application to work with subtitle files.
If you only wanted to open the file with a movie, you will have to use the movie player you are actually using and in the options->subtitle->open and then select the subtitle file with the srt extension that is for that particular movie

VOB files are generally located inside a Video DVD (movies). They are pure video files and they are know also as "DVD Video Movie File" (does not include the audio, only the video).
